The Charles Butt Foundation seeks a quantitative research partner to provide strategic and execution support for a project that uses state administrative data to assess the impact of the Charles Butt Scholarship.

The Charles Butt Scholarship for aspiring teachers is designed to encourage and support the state’s most promising students in pursuing a career teaching in Texas public schools through a high-quality, university-based teacher preparation program. The Charles Butt Scholarship selects talented and diverse aspiring teachers who demonstrate leadership potential and ensures they are supported financially and professionally through their journey to becoming teachers. Project Overview & Objectives

The Charles Butt Foundation seeks a quantitative researcher to request, clean, and analyze administrative data to help the Foundation understand the impact of the Charles Butt Scholarship.

The researcher will:
  • Assist the foundation in refining research questions
  • Assist the foundation in identifying additional research questions 
  • Identify the appropriate research methods and analyses to answer research questions
  • Identify appropriate administrative data sources (The foundation anticipates these questions can be answered through a TEA public information request, but is open to other data sources, potentially including access to educational resource center data)
  • Request data (including serving as the liaison between the provider of the administrative data (most likely TEA) and the Foundation)
  • Maintain compliance to all data security requirements 
  • Analyzing data once received
  • Provide findings to the foundation in a format agreed upon by the researcher and the foundation
The Foundation has identified the following research questions: 
  • How many and what percent of Charles Butt Scholar Alumni are teaching in Texas public schools? How long have they been teaching? 
  • How many and what percent of Charles Butt Scholars are teaching in majority-economically disadvantaged schools OR shortage subject areas (math, science, special education, or bilingual)? 
  • Does the racial and gender diversity of the Charles Butt Scholar Alumni match the racial and gender diversity of the students of Texas? How does the racial and gender diversity of the Charles Butt Scholar Alumni compare to the racial and gender diversity of the EPP? 
  • How do the graduation rates of Scholars compare to those of non-Scholars? 
  • How do the retention rates of Scholars compare to those of non-Scholars?

Timeline

  • Project Start: Fall 2026 (based on the date the agreement is signed)
  • Project End: TBD based on proposed timeline, subject to change based on availability of data

Terms & Conditions

  • IP & Ownership: Final approved deliverables created under this engagement will be owned by CBF upon full payment.
  • Payment terms: The Charles Butt Foundation will make payments based on agreed-upon milestones

RFP Submission

  • To submit a proposal, please provide:
    •  Primary investigator name and email address
    • Co-primary investigator names and email addresses
    • Resume or CV for all primary and co-primary investigators
    • A statement of no longer than 2 pages, including:
      • Explanation of the ability to fulfill the requirements, including descriptions of any prior similar work.
      • A proposed budget and timeline with a rationale for each, including a proposal for the frequency of meetings with the foundation and proposed milestones for payment
      • Disclosure of any potential conflicts of interest with Texas education entities, including universities, teacher preparation programs, or advocacy groups.
