About the Texas Center for Blended Learning

Mission: The Texas Center for Blended Learning (TCBL) is a collective of Education Service Centers committed to providing professional development, coaching, and technical assistance in blended & personalized learning instructional practices within the State of Texas that result in:

  • more effective pedagogical models; 
  • increased student achievement/closing the achievement gap; 
  • increased student agency; and, 
  • increased teacher efficacy.

Vision: The Texas Center for Blended Learning (TCBL) envisions a unified statewide network of Education Service Centers expanding access to and expertise in blended and personalized learning while certifying districts to effectively implement these student-centered practices. This work will transform teaching and learning and improve outcomes for every student in Texas.

Education Service Centers across Texas are invited to partner with TCBL to expand regional capacity, support district certification, and expand blended and personalized learning practices in classrooms across the state.

Framework: The heartbeat of the Texas Center for Blended Learning’s work is in the Implementation Continuum. This Implementation Continuum has served as the core foundation of the Charles But Foundation’s Raising Blended Learners grant that began in 2015 and continues as part of the TCBL today. The same Implementation Continuum is included as an exemplar on the Texas Education Agency (TEA) Blended Learning research page, signaling its enduring value as a trusted model across Texas.

How does the TCBL framework support HQIM implementation and improve outcomes within the Texas accountability system?

  • Using digital tools to scaffold, extend, and increase the rigor of HQIM lessons 
  • Flexible student grouping for targeted instruction aligned to TEKS mastery
  • Leveraging formative assessment practices to monitor progress and adjust instruction quickly
  • Tracking and responding to student data tied directly to STAAR and state accountability indicators
